As the capstone project to the town's 10-year capital improvements plan this project expanded the town hall facility from 16,000sf to 25,000sf. After reviewing various options (i.e., add onto Town Hall, demolish and rebuild, etc.) the new space was economically reclaimed from an adjacent former police station (and temporary municipal library) by means of a second floor addition engineered onto the existing foundations. The new structure consolidated the functions of Planning Board, Conservation Commission, Building Dept., Engineering, Public Works, and meeting rooms for "one-stop shopping" of land-planning services. Vacated space in the Town Hall accommodated necessary expansion of all departments: Selectmen, Town Clerk, Assessor, Tax Collector, Treasurer, and Information Technology. The Town Hall also included a new code-compliant record storage vault, additional conference rooms, accessible restroom facilities and elevator, and a new main hearing room, serving the community with live remote broadcasting of board, committee, and other public meetings. In both buildings the concept of "user friendly environment" was paramount in serving the citizenry of Burlington. This was achieved by visually opening departmental offices and staff areas to expanded transaction counters and adding interior glazing wherever possible.
